What is Florida Proposal 3—and what would it actually change about property taxes?
 
In this short presentation, Constitutional Attorney Katherine Henry explains Florida Proposal 3, a proposed constitutional amendment appearing on the 2026 Florida ballot.
 
Proposal 3 would make several changes to Florida's property-tax provisions, including increasing the homestead exemption for certain non-school taxes, reducing the annual assessment-increase cap for certain non-homestead property from 10% to 5%, and establishing constitutional requirements concerning how counties and municipalities may use property-tax revenue. The proposed changes would take effect January 1, 2027.
