What would Volusia County Proposal 1 actually change?
In this short presentation, Constitutional Attorney Katherine Henry explains Volusia County Proposal 1, one of five proposed amendments to the Volusia County Home Rule Charter appearing on the November 2026 ballot.
Proposal 1 would make several changes to the structure of the Volusia County Council. Among other things, it would:
Return the County Council to seven members—five district members and two at-large members
Have the County Council choose one of its members to serve as County Chair each year
Limit a Council member to two consecutive one-year terms as Chair
Establish a more restrictive term limit under which a Council member could not appear on the ballot if, at the end of the current term, they would have served eight consecutive years on the Council.
